Ilmar Selge

Ilmar Selge PhD was born in 1954 in Tallinn. In 1978, he graduated from the

Faculty of Law of Tartu University. In 1982, he became a postgraduate at the Institute

of Economy of the Estonian Academy of Sciences. He got his PhD in law in 1985.

He was a senior research fellow at the legal department of the Institute of Economy

of the Estonian Academy of Sciences until 1992. In 1992-1993, he was a counsellor

of the Committee of Economy and Agriculture at Riigikogu (the parliament). From

then on and until 2008, he worked as a senior counsellor of the Chancellor of Justice.

In 2008, he was named Dean of the Faculty of Law and Management of University

Nord, Head of the Department of Public Law and a professor. Since 2010, he is the

Head of the Department of Public Law and a lecturer of the Tallinn University Law

School.

He has further developed his expertise in EU law as a grantee of the Carl Duisberg

Gesellschaft e.V. in Germany (German Judicial Academy Trier; Bonn Ministry

of Economic Affairs; Freie Universität Berlin Institute for East-European Studies).
